Assembly Registrations and Resolutions Due Monday, April 15, 2019

Congregational Voting Members

When registering your assembly voting members, please keep in mind these NI Synod guidelines: Two lay voting members are elected by each congregation, normally one of whom shall be male and one of whom shall be female. Additional members from each congregation normally shall be equally divided between male and female and normally there shall be no more than one voting member of the Synod Assembly from a single household. Also, each voting member of the Synod Assembly shall be a voting member of a congregation of this synod. 

Per Synod Constitutional Bylaw S7.21.B11… each congregation may elect 1 additional youth (a voting member who has not reached the age of 18 at the time of election or appointment for service) or 1 young adult (a voting member between the ages of 18 and 30 at the time of election or appointment for service) to attend as a voting member. A congregation’s delegation will be responsible for the youth voting member. Note: The synod’s newly-formed Youth Leadership Team has decided not to host a separate Youth Assembly this year, so we strongly encourage your congregation to include a youth in its assembly representation. 

Due to the size of their baptized membership, some congregations are allowed additional voting members. You may refer to the Additional Lay Voting Member Assignment List on page 4 to determine if your congregation may register more than two voting members in addition to a youth or young adult voting member. All congregations not listed are to register two voting members and an additional youth or young adult. Those persons selected as alternates may be registered as visitors.

Rostered ministers on leave from call, on disability, or retired who are not elected as voting members from a congregation are granted voice and vote ONLY if they have pre-registered. Otherwise, they shall have voice but not vote. {S7.22.01. and Synod Council ACTION SC-17-09-25

Assembly Fees 

Lay Voting Members: Congregations are responsible for all expenses. 

Youth or Young Adult Voting Members: Congregations are responsible for all expenses. 

Ministers of Word & Sacrament, Ministers of Word & Service, Interim Pastors, and Intern Pastors serving Congregations: Congregations, agencies and/or institutions are responsible for all expenses. 

Ministers of Word & Sacrament and Ministers of Word & Service NOT Under Call, Agency and Institution Representatives: Unless otherwise provided for, they are responsible for their own expenses. 

Retired Ministers of Word & Sacrament and Retired Ministers of Word & Service, and their Spouses: Registration fee is waived. Printed Bulletins of Reports are half price ($15). All other costs will be their responsibility. 

Visitors: Visitors are welcome to attend the assembly. Visitors are responsible for their registration fee, meals, and housing. Visitors are requested to send in a registration form.

*Campus Housing is located in Swanson Commons, 1010 38th Street, Rock Island. It is a student dormitory with shared restrooms and equipped with basic furnishings for student use (only bed sheets provided; NO pillows, blankets, towels of any sort, drinking cups, toiletries, room service, etc.).

Assembly Bulletin of Reports

  • Download the Bulletin of Reports from the synod website to print or save electronically $0.00
  • Optional printed and bound Assembly Bulletin of Reports (retired rostered ministers & spouses BOR fee is $15) $30.00

Those not purchasing a printed and bound Bulletin of Reports are expected to download it from the synod website and bring it to Assembly in printed and/or electronic form. 

You may register online or you may download a registration form to register by mail. When registering online, you may either pay online or mail a check. If you choose to pay online, a small, non-refundable fee applies.

Friday, June 14

  • 8:00 am Registration begins in Centennial Hall Lobby, Augustana College, 3703 Seventh Avenue, Rock Island, IL.
  • 10:00 am Plenary Session 1 begins in Centennial Hall Auditorium.
  • 1:45 pm Plenary Session 2 begins in Centennial Hall Auditorium.
  • 7:30 pm Special Evening Event at Trinity Lutheran Church, 1330 – 13th Street, Moline, IL. 

Saturday, June 15

  • 8:30 am Plenary Session 3 begins in Centennial Hall Auditorium.
  • 1:00 pm Holy Communion with Ordination will be held in Centennial Hall Auditorium
  • followed by the Closing of the Synod Assembly. 

A Synod Assembly agenda, Bulletin of Reports, and other pertinent assembly information will be available in the mobile event guide and on the synod website at near the end of May. These same materials will be mailed to those who request printed Synod Assembly Bulletin of Reports. 

Important Notes 

This year we will move off campus for a special evening event at Trinity Lutheran Church, 1330 – 13th Street, Moline. This is an easy ten-minute drive from Augustana College. At this event, we will recognize congregations celebrating their 100th anniversaries, introduce our newly assigned seminary graduates and all rostered ministers new to our synod this year. We will recognize synod staff members and all Synod Council members – both current and retiring. The evening will conclude with an Evening Prayer Service, including the lighting of candles in remembrance of the rostered leaders of our synod who entered the Church Triumphant this past year.

Assembly Offering – Bishop’s Challenge

Our Assembly offering this year will be designated for “Always Being Made New: The Campaign for the ELCA.” This five-year campaign of the ELCA seeks to raise $198 million in support of new and expanded churchwide ministries around the world. Our gifts will help our church grow in communities of faith, form new leaders, welcome our neighbors, overcome malaria, confront hunger and poverty, accompany our global churches, and so much more.

This year, Bishop Jeffrey Clements is challenging every congregation in the Northern Illinois Synod to make a donation to this campaign in an effort to raise $10,000. Please ask your congregation to designate a dollar amount for this campaign over and above regular Mission Support, invite individuals from the congregation to donate, or hold a special fund-raising activity that will not only raise funds for this good cause, but will create awareness for the ways that our church affects lives around the world in a positive way.

Congregational (and individual) checks may be given as offerings at the Synod Assembly’s closing worship service on Saturday, June 15, 1:00 p.m. Online donations will also be accepted. 

Assembly Meals  

Friday evening dinner and Saturday morning breakfast will be held in the Dining Hall in the Gerber Center for Student Life and “box” lunches will be provided for both Friday and Saturday lunches, with the option to eat in Bergendoff Hall or outdoors on the picnic tables. Those in the assembly choir will pick up lunches and go to their practice. For those Assembly participants with special dietary needs, please indicate such needs on your registration form. 

LSSI (Lutheran Social Services of Illinois) Lunch Forum

Those who would like to learn more about LSSI and the work they are doing across the state, may eat lunch on Friday with a representative from that agency. The meeting room will be announced at the assembly. Please mark your desire to join this lunch forum when you register, so we reserve a large enough room.

On-Campus Assembly Transportation

Transportation will be provided to and from Centennial Hall parking lot, Synod Assembly forum locations, and meals offered in the Gerber Center for Student Life. For those who prefer to walk, be aware it is almost ½ mile from Centennial Hall to Gerber Center. Everyone is encouraged to wear comfortable shoes.


Voting members who wish to introduce resolutions should refer to the enclosed Resolution Writing 101. In keeping with our synod guidelines, the deadline for submission is April 15. Resolutions received after that date will not be accepted for consideration at this Assembly, unless the Resolutions Committee judges it to be a matter of sufficient importance and urgency which is not adequately covered by documents already before the Assembly.

In-Kind Offering 

The Social Ministry Committee invites you to conduct an Offering of Letters at your congregation and bring them to the Synod Assembly for this year’s In-Kind Offering.  The letters can either be hand written by individuals or a signed copy of the sample letter addressed to your District Rep and our Illinois Senators.  See the enclosure for more information.

Assembly Choir

Voting members and visitors are welcome to sing in the Assembly choir during Saturday worship. Please refer to the Synod Assembly Agenda in Assembly Bulletin of Reports for rehearsal times and location. 

Child Care

Child Care will be provided at St. John’s Lutheran Church, 4501 Seventh Avenue, Rock Island, a few blocks east from Augustana College campus. Please indicate on the registration form the names/ages of your children needing child care services.
